Updates to Pipeline Abandonment webpage

We have updated our Pipeline Abandonment webpage to include additional details on how companies' Abandonment Cost Estimates (ACEs) are calculated to provide greater transparency.

The information on the new webpages includes:

  • The 2021 ACE Calculation Method, as described in the Commission’s June 15, 2023 decision (C24949), during the 2021 Review of ACEs and Set-Aside and Collection Mechanisms (2021 Review).
  • Further explanation of the steps taken by the CER to process Open Government from Natural Resources Canada geospatial datasets used to categorize land use and crossings.
  • Downloadable versions of the geospatial datasets from Open Government that the CER saved during the 2021 Review for use in the 2021 ACE Calculation Method.

The Pipeline Abandonment webpage now includes updated ACE Geospatial Data Filing Requirements. These filing requirements replace the instructions issued by the Commission during the 2021 Review and guide regulated companies when preparing submissions for the calculation or recalculation of their ACE. Two new template files, available in shapefile format or file geodatabase format, are also included. Companies can opt to use these templates when preparing their ACE geospatial data submissions.
