CER releases Crown Consultation and Accommodation Report for the Westcoast Energy GP Inc. on behalf of Westcoast Energy Limited Partnership’s (Westcoast) – Sunrise Expansion Program

We are happy to share that the Canada Energy Regulator (CER) released the Crown Consultation and Accommodation Report (CCAR) for the Westcoast Sunrise Expansion Program [Filing C39116]. The report summarizes the CER’s consultation with 73 potentially affected Indigenous communities over two years and highlights how the CER, in its role of Crown Consultation Coordinator, is supporting meaningful consultation with Indigenous communities. Consultation on the Project covered a wide variety of potential impacts and concerns. In addition to the information in the Commission’s Recommendation Report, the CCAR describes the key concerns heard from Indigenous communities on the Crown list on potentially outstanding impacts to rights and describes how the Crown further considered and responded to them.

The Commission of the Canada Energy Regulator’s Recommendation Report was issued on 30 January 2026, along with the Crown’s analysis and Crown responses, as described in this report, were provided to the Minister of Energy and Natural Resources to inform the Governor in Council’s decision in approving the project.

We would like to thank all the Indigenous Communities who participated throughout the Regulatory and GIC phase of consultations. We will keep working to enhance Indigenous involvement in our work and drive meaningful change at the CER and in our expectations of regulated industry.
