Inspection Officer Order DJM-001-2024 issued to Westcoast Energy Inc.

On July 18, 2024, CER Inspection Officers issued an Inspection Officer Order to Westcoast Energy Inc. (Westcoast) regarding worker safety in confined spaces.

During a site inspection, CER Inspection Officers identified that Westcoast’s protocols for safe confined space entry were not up to standard. They also identified that the company did not have internal inspection methods or tools to document, verify and ensure contractors were working safely.

We have required the company to:

  • Update confined space entry procedures to address safety concerns
  • Create an updated confined space hazard assessment, which we will review
  • Conduct an internal investigation identifying issues and corrective actions by August 2, 2024, which we will review and approve
  • Cease confined space entry work until these improvements are in place

We will continue to follow up with the company to ensure it complies with the Inspection Officer Order.
