National Energy Board to evaluate full scale emergency response exercise in Burnaby, British Columbia

Exercise is a requirement of the Trans Mountain Expansion Project approval and NEB Regulations

Today, the National Energy Board (NEB) will take part in a full scale emergency response exercise at Kinder Morgan’s Burnaby Terminal, in Burnaby, British Columbia and at the Incident Command Post in Coquitlam.

The exercise is a requirement under a condition of the Trans Mountain Expansion Project approval and the National Energy Board Onshore Pipeline Regulations. The NEB requires that companies maintain an emergency management program to effectively respond to an emergency that could adversely affect property, the environment, or the safety of workers or the public.

This exercise will include deployment of personnel with equipment to the exercise site, and will test the company’s ability to respond to an emergency and work effectively with first responders. NEB Inspection Officers will be on site at the Incident Command Post and at the Burnaby Terminal to observe, evaluate, and participate in the emergency response exercise. As with all full scale emergency response exercises the NEB evaluates, the evaluation of the exercise will be posted on the NEB’s website within 90 days.

Assessment of the company’s capability to respond to an emergency, under realistic conditions, reflects one aspect of the NEB’s mandate to actively monitor compliance with regulatory requirements through the life of a project.

  • On November 29, 2016, the Government of Canada found that the Trans Mountain Expansion Project was in the Canadian public interest and accepted the NEB’s May 19, 2016 recommendation to approve the project with 157 conditions.
  • Under the National Energy Board Onshore Pipeline Regulations, a company shall develop, implement and maintain an emergency management program that anticipates, prevents, manages and mitigates conditions during an emergency that could adversely affect property, the environment or the safety of workers or the public.
  • In 2016, the NEB evaluated 14 full scale emergency response exercises.
