Executive Vice President, Transparency & Strategic Engagement – Geneviève Carr
Geneviève Carr, Ph.D. (she/her) is Executive Vice President, Transparency and Strategic Engagement at the Canada Energy Regulator (CER).
Dr. Carr has been with the CER since 2021, when she first served as Professional Leader, Environment. She assumed the position of Executive Vice President, Transparency and Strategic Engagement in 2023.
Dr. Carr joined the federal public service in 2005 and has worked on energy, Indigenous policy, and environment matters at Crown-Indigenous Relations and Northern Affairs Canada, Natural Resources Canada, and Environment and Climate Change Canada. Through her leadership, Geneviève has contributed to files such as Bill C-69, which led to the Canadian Energy Regulator Act, Bill C-15 and the United Nations Declaration on the Rights of Indigenous Peoples Act, renewed Crown consultations for the Trans Mountain Expansion project, and the Beaufort Regional Environmental Assessment.
Geneviève’s roots regularly draw her and her family back to Wolfe Island, Ontario, part of the traditional lands of the Haudenosaunee and Anishnaabek peoples, where a formal peace agreement known as the Dish with One Spoon alliance was meant to assure mutual benefit to all parties, including Indigenous nations and settlers to the Great Lakes region.

Vice President, Communications and Engagement – Amy Jarek
Biographical Snapshot:
- Ms. Jarek joined the regulator in September 2016.
- She is a builder, innovator, partner, communicator and change leader with deep experience working internationally and across cultures.
- She is responsible for transforming the way the organization involves Indigenous peoples and stakeholders in its regulatory processes and increasing awareness of its work amongst the Canadian public.
- Ms. Jarek previously worked as Global Group Sustainability and Environment Manager with Tullow Oil UK, Vice President, Corporate Affairs with Talisman Energy Inc. and President of Wayword Consulting
- Using her 20 plus years of energy experience, she established pioneering approaches to community relations and corporate responsibility.
- She has also built diverse relationships to manage environmental, social and political risks associated with doing business across the globe.

Vice President, Energy Information – Anastassia Manuilova
Biographical Snapshot:
- Dr. Manuilova became Vice President (VP) of Energy Information in June 2021.
- She joined the regulator in 2018 with 19 years of experience in the energy and environment sector.
- Before her current role, she served as the Director of Research and Innovation in the CER's System Operations Business Unit.
- Prior to joining the CER, she worked as an Energy and Environment VP in the private sector and an engineer in the private and public sectors.

Vice President, Indigenous Relations and Reconciliation – Carly Milne
Biographical Snapshot:
- Carly Milne became Vice President, Indigenous Relations and Reconciliation in April 2024. Carly brings a wealth of regulatory, adjudicative, and Crown consultation experience to the role of VP, Indigenous Relations and Reconciliation.
- Carly joined the regulator in 2015 and gained extensive experience in setting strategic vision and supporting people in their work to advance Reconciliation with Indigenous Peoples in an inclusive and innovative environment.

Michelle Wilsdon, Professional Leader, Reconciliation
Biographical Snapshot:
- Ms. Wilsdon joined the regulator in September 2022.
- She previously worked with the CER as the Indigenous Co-Chair and Alberta representative for the TMX-Indigenous Advisory Monitoring Committee (IAMC) since 2017.
- She served three terms of office as an elected member of Council for Enoch Cree Nation with leadership responsibilities for economic development, land management, environment, consultation and community planning.
- She worked with Alberta’s Ministry of Indigenous Relations as Director of Economic Development, Manager of Economic Partnerships and a Community and Policy Liaison.

Professional Leader / Chief Economist – Jean-Denis Charlebois
Biographical Snapshot:
- Mr. Charlebois joined the regulator in 2006
- He has led the analysis for a number of tolls and facilities hearings as well as public engagement initiatives.
- In his previous role as a Director in the organization, he led various multidisciplinary teams focused on public hearings, tolls and tariff matters and regulatory policy.
- Previously he worked at the Department of Finance in Ottawa and the Canadian International Development Agency.
