Membership

In conjunction with the administration of its cost recovery process, the Canada Energy Regulator (CER) has established a Cost Recovery Liaison Committee (Committee or CRLC). CRLC membership is not strictly defined but is intended to represent the interests of government and industry. The Government of Canada is represented by the members from the CER and the Treasury Board Secretariat. Industry is represented by industry associations and individual companies regulated and cost recovered by the CER. CRLC meetings are open to participation by any cost recovered entity or its representative. The CRLC is chaired by the Chief Financial Officer or the Deputy Chief Financial Officer at the CER.

Purpose

CRLC meetings provide a forum to raise issues/concerns relating to cost recovery processes and methods, and discuss the cost recovery regulations. The CER also delivers accountability reports on its activities, its success in meeting service standards and other issues relevant to its regulatory roles and operations. The CER audited financial statements are presented to the CRLC for review and discussion. Information regarding current and upcoming estimates is also communicated to the CRLC by the CER.

The CRLC has no decision making authority. It may consider, discuss and recommend, but cost recovery processes are governed by the National Energy Board Cost Recovery Regulations (Regulations) and decisions on cost recovery matters are made by the CER in accordance with the Regulations and the CER’s mandate under the Canadian Energy Regulator Act.

Activity

The CRLC generally holds meetings twice a year but additional meetings may be called if the need arises. CRLC Meetings are usually convened at the CER offices in Calgary, but, in keeping with the national scope of the CER’s responsibilities, CRLC meetings are periodically held at venues elsewhere in Canada.
