Canada Energy Regulator – 2022–23 Departmental Plan

Although the Canada Energy Regulator is not bound by the Federal Sustainable Development Act and is not required to develop a full departmental sustainable development strategy, the Canada Energy Regulator adheres to the principles of the Federal Sustainable Development Strategy (FSDS) by complying with the Policy on Green Procurement.

The Policy on Green Procurement supports the Government of Canada’s effort to promote environmental stewardship. In keeping with the objectives of the policy, the Canada Energy Regulator supports sustainable development by integrating environmental performance considerations into the procurement decision making process through the actions described in the 2019 to 2022 FSDS “Greening Government” goal.

Actions supporting the Greening Government goal and the Policy on Green Procurement

Departments will use environmental criteria to reduce the environmental impact and ensure best value in government procurement decisions

Using available Public Services and Procurement Canada’s procurement instruments; Delivering training to key personnel on green procurement and inclusion of green procurement objectives in employee performance evaluations.

Support the UN SDG 12: Sustainable Consumption and Production by:

• Using low-carbon forms of transportation to reduce emissions from commuting such as biking, walking, carpooling or public transit
• Making use of video and teleconference services
• Turning off computers and other equipment at the end of the work day
• Using environmentally friendly office products, such as 100% recycled paper and refillable cartridges
• Participating in employee challenges and activities such as Bike-to-Work Month, commuter challenges, shoreline clean-ups, zero-waste lunches, and the Goodbye Plastic Waste pledge

Targets and Indicators for SDG 12

Ensuring procurement specialists have completed CSPS course (C215) or equivalent in Green Procurement (target: 100%)

Ensuring acquisition card holders complete CSPS Green Procurement training prior to obtaining and using an acquisition card (target: 100%)

Ensuring green procurement information is maintained on the intranet (target: 100%)

Ensure CER tender documents include recommendations to the bidder in support of environmental considerations (target: 100%)^{Table Note 1}

Internal Services

Support for green procurement will be strengthened, including guidance, tools and training for public service employees

The CER will ensure that decisions makers, and material management and procurement specialists have the necessary training and awareness to support green procurement.

Increase use of video and teleconference services

Ensuring procurement specialists have completed CSPS course (C215) or equivalent in Green Procurement (target: 100%)
