Updated Guidance Notes for the National Energy Board Onshore Pipeline Regulations

With the issuance of the National Energy Board Onshore Pipeline Regulations (OPR) on 10 April 2013, the National Energy Board (NEB) has updated the OPR Guidance Notes.

The OPR Guidance Notes are provided to assist all and interested parties in understanding the requirements of the OPR.

The OPR requires all companies to have management systems for:

  • the safety and security of the public and the company’s employees;
  • the safety and security of the pipeline; and
  • the protection of property and the environment.

Companies should also be aware of the new submission requirements at section 6.2 of the OPR. Companies are required to appoint an accountable officer who has the appropriate authority over the company’s human and financial resources to enable the company to meet its obligations for safety, security and protection of the environment, and to notify the NEB of this appointment. Companies are also required to submit to the NEB a statement, signed by the accountable officer, that they have completed the annual report on the performance of their management systems, no later than April 30 of each year.
