Canada Energy Regulator Control Room Management Audit of NorthRiver Midstream G and P Canada Pipelines Inc. as General Partner and on behalf of NorthRiver Midstream G and P Canada Pipelines Limited Partnership and NorthRiver Midstream Canada Partner Limited, as General Partner and on behalf of NorthRiver Midstream Canada LP Audit Close-out Letter

In accordance with section 103 of the Canadian Energy Regulator Act, the Canada Energy Regulator (CER) conducted a compliance audit of NorthRiver Midstream Canada Partner Limited, as general partner and on behalf of NorthRiver Midstream Canada LP (the auditee). The focus of the audit was on Control Room Management. The objective(s) of the audit were to:

• verify that the company has developed and implemented a pipeline control system and leak detection system in accordance with the requirements of the Canadian Energy Regulator Onshore Pipeline Regulations and the Canadian Standards Association Standard Z662: 2019, Oil and gas pipeline systems and verify that the control room operation and maintenance processes are effectively integrated within the company’s management system.

The CER issued its Final Audit Report to the auditee on 17 January 2024 and the auditee filed a Corrective and Preventive Action (CAPA) Plan with the CER on 14 February 2024. The intent of the CAPA Plan was to address the non-compliance(s) identified in the Final Audit Report.

The CER has monitored the implementation of this CAPA Plan via implementation assessment meeting(s) and document reviews. The auditee has demonstrated that it has completed the implementation of this CAPA Plan.

The CER now considers this audit to be closed. Note the auditee is accountable for maintaining compliance throughout the life cycle of its regulated facilites. The CER will verify ongoing compliance through future compliance verification activities.
