Trans Mountain Pipeline ULC – Meter Bank 2 Expansion (MB2X) Project
Project Background
On 14 December 2022, the CER received an application [Filing C22516] from Trans Mountain Pipeline ULC (Trans Mountain) pursuant to section 214 of the CER Act to install one new NPS 12 meter run at Meter Bank 2 Expansion and associated piping to support meter proving and direct injection to Line 2 via the Delivery Manifold. The process piping thermal reliefs and process equipment drains will be piped into an existing closed drain system within Meter Banks 2X (the Project). The Project is required to accommodate increased volumes and flow rates into Meter Bank 2 expansion as a result of additional volumes tendered to the Trans Mountain system where the Trans Mountain Expansion Project is in service. All construction activities will take place on previously disturbed land and within the fenced area of Trans Mountain owned Edmonton Terminal. Additionally, Trans Mountain is requesting the relief of the leave to open requirements of section 213 of the CER Act to facilitate expeditious tie-in of the Project. They are also requesting exemptions from the provisions of subsection 180(1), and sections 198 and 199 of the CER Act.
