Issue Management
- Alternative dispute resolution: Any time during the life of a project, if you are unable to resolve concerns directly with the company, you can email: ADR-RED@cer-rec.gc.ca to ask a specialist to work with you and the company to find solutions.
- Complaint Resolution: If you are unable to resolve an issue with a CER-regulated company, facility, or activity on lands you use or own, you can send us a completed: Complaint form [PDF 190 KB]
CER’s Regulatory Oversight
- Pipeline Profiles: Learn more about the NGTL pipeline system as a whole via the CER’s Pipeline Profiles. The NGTL pipeline system profile primarily focus on economics and the financial performance of regulated oil and natural gas pipelines. It will soon include a new Safety and Environment section to address the public interest in environmental and safety performance data.
- CER Acts, Regulations, Rules, and Guidance Notes: The mandate, responsibilities and powers of the CER are established by a number of Acts and Regulations. Links are provided to each of these documents, as well as supporting guidance documents.
- Lifecycle Approach to Regulation: The CER’s regulatory oversight spans the entire life of a project.
Key documents related to the CER’s Review of the Edson Main Expansion Project
- Edson Mainline Expansion Project Application [Folder 3760382]: All documents pertaining to NGTL’s application that were filed with the Regulator on April 3, 2019
- Canada Energy Regulator Recommendation Report on the Edson Mainline Expansion Project: Following its review of the project, the Commission submitted a recommendation report to the Minister of Natural Resources. This report contains the Commission’s recommendations along the reasons for its decisions.
- Crown Consultation and Accommodation Report for Edson Mainline Expansion Project: This report, completed by Major Project Management Office (Natural Resources Canada), describes the outcome of the Crown’s consultation process with potentially impacted Indigenous Communities with respect to the project.
- Order-in-Council for Edson Mainline Expansion Project and Amended Conditions: The Governor-in-Council, on recommendation of the Minister of Natural Resources, issued an Order-in-Council outlining condition amendments and direction for the CER to issue a Certificate for the project.
- Certificate of Public Convenience and Necessity, GC-131 [Filing C12987]: This Certificate means the project is approved and can move forward. It was issued pursuant to Section 52 of CER Act, along with Order xx as amended, and are the primary regulatory instruments specific to the Edson Mainline Expansion Project. Other regulatory requirements, federal, provincial and municipal, must also be met.

- Compliance Filings for Certificate Conditions: Certificates issued by the CER contain the conditions that must be met by the company.
- Approval of Plan, Profile, and Book of Reference (PPBoR) [Folder 4096956]: Once a project is approved, the company files its PPBoR detailing the pipeline route with the CER.
