Project Background

Westcoast Energy GP Inc. on behalf of Westcoast Energy Limited Partnership (Westcoast), has filed an application for the Halfway River HDD Project. Westcoast proposes to replace the existing NPS 30 N4L1 Fort Nelson Mainline crossing at the Halfway River, near Wonowon, British Columbia, where approximately 80 m of pipeline has become exposed due to river scour and channel migration, creating a potential integrity risk. The Project involves installing approximately 750 m of new NPS 30 pipeline at greater depth beneath the river using horizontal directional drilling, tying it into the existing mainline, removing the exposed pipeline, and completing associated temporary works and access improvements. The route and workspaces were selected to use the existing right-of-way and previously disturbed areas where practicable, minimize surface disturbance and access upgrades, and consider the cultural importance of the area identified by Halfway River First Nation.

Project construction is planned to commence on 1 November 2027, with an expected project-in-service date of 1 November 2028.
