Project Overview
Westcoast filed four applications with the Board regarding its T-South Reliability and Expansion Program:
- CS-4A Compressor Station Upgrade Project [Filing A92982] (dated 13 July 2018)
- CS-5 Compressor Station Upgrade Project [Filing A93021] (dated 16 July 2018)
- CS-3 Compressor Station Upgrade Project [Filing A93183] (dated 13 August 2018), and
- T-South Expansion and Reliability Project [Filing A93501] (dated 13 August 2018).
Collectively these four filings comprise the “Applications”. Westcoast explained in the Applications that the T-South Reliability and Expansion Program, is comprised of a number of reliability projects as well as a reliability and expansion project, all scheduled for execution over the next 2-3 years. Westcoast further specified that it plans to begin construction pending regulatory approval, of the Applications, in February 2019, for in-service dates in 2020.
The Applications seek Orders from the Board under s.58 and s.48 (2.1) of the NEB Act and s.17 of the NEB Onshore Pipeline Regulations (OPR) authorizing the upgrade of certain facilities of its Transmission South (Zone 4) pipeline system. The Applications also request orders pursuant to Part IV of the NEB Act affirming that the cost of the projects will be included in the Transmission South (Zone 4) cost of service and tolled on a rolled-in basis.
To facilitate its review of the Applications and related submissions, the Board has determined that the Applications will be assessed under one file titled the Westcoast T-South 2018 Compressor Station Applications (the Project).

The Board has identified, but is not obliged to limit itself to, the following issues for consideration in the upcoming hearing with respect to the Project:
- The need for the Project.
- The economic feasibility of the Project.
- The potential commercial impacts of the Project.
- The toll and tariff methodology.
- The potential environmental and socio-economic effects of the proposed project, including any cumulative environmental effects that are likely to result from the project, as set out in the NEB’s Filing Manual.
- The appropriateness of the land requirements for the Project.
- The suitability of the design of the Project.
- Potential impacts of the Project on Indigenous interests.
- Potential impacts of the project on landowners and land use.
- Contingency planning for spills, accidents or malfunctions, during construction and operation of the Project.
- Safety and security during construction of the proposed Project and operation of the Project, including emergency response planning and third-party damage prevention.
- The terms and conditions to be included in any approval the Board may issue.

To be a participant in a NEB hearing process, you must be directly affected or have relevant information or expertise. You can apply to participate as an intervenor or by letter of comment.
The application to participate process was held from December 13, 2018 – January 11, 2019. The process is now closed.
The NEB will decide if late applications will be accepted and whether you will be allowed to participate. Please contact the process advisor to discuss the filing process for a late application to participate.
Participant Funding
Participant funding is available to facilitate the participation in this public hearing. A simplified participant funding process has been approved for this hearing to reduce administrative burden. Eligible groups may request up to $40,000, and individuals up to $6,000, to participate in this hearing. If you are interested in being a funding recipient, please complete the Participant Funding Request Form by January 11, 2019.
