The Board administers a Participant Funding Program (PFP), which provides financial assistance to individuals, Indigenous groups, landowners, and non-industry not-for-profit groups to facilitate public participation in certain project hearings and environmental assessments of designated projects.
On 7 October 2016 the Notice of Public Hearing [Filing A79861] for the Albersun Pipeline Asset Purchase informed potential participants that participant funding would be available. Since no public interest was identified by the time the list of participants was issued on 16 November 2016, PFP did not post the funding opportunity on the website. On 25 January 2017, the PFP was advised that there was now interest in funding from a late intervenor and invited them to apply. After reviewing the application requesting $80,000, the PFP recommended awarding $30,000 and the Executive Vice President, Regulatory approved the recommendation. The funding opportunity was added to the PFP website on 7 February 2017.
