- National Energy Board Approval of Westcoast Energy Inc. Corrective Action Plan (CAP)
developed in response to the 2017 Audit of Westcoast Energy Inc. Pipeline Patrol Activities
The National Energy Board (NEB or Board) hereby approves Westcoast Energy Inc.’s CAP submitted by letter dated 27 March 2017 in response to the findings identified in the Board’s audit of Westcoast Energy Inc.’s pipeline patrol activities.
The Board notes the following:
- Commitments described in the CAP will be verified during the implementation assessments.
- CAPs will be reviewed to verify that they include ongoing preventive measures are to prevent recurrence.
The Board finds Westcoast Energy Inc.’s proposed approach to addressing the deficiencies is acceptable. Accordingly, the Board directs that all corrective actions be completed on or before the dates set out in Table 1.
The Board will make the CAP public and will continue to monitor and assess all of Westcoast Energy Inc.’s corrective actions with respect to this audit until they are fully implemented. The Board will also continue to monitor the implementation and effectiveness of patrol activities through targeted compliance verification activities as a part of its on-going regulatory mandate.
For all findings that remain open, the Board will continue to assess TMPU’s efforts to satisfy the CAP. The two outstanding CAP items from the Pre-Construction Audit and the corresponding submission dates are shown in the following table. In addition, the Board will continue to follow up with TMPU to assess the establishment of the processes and activities that could not be assessed at the time of the audit because they were not yet required due to the stage of construction.
