Project Information

The Board is reviewing the abandonment cost estimates (ACE) for all regulated pipeline companies.

In the MH-001-2012 ACE proceeding [Folder 782061], the Board heard from Group 1 companies that they were committed to advancing studies and research on the physical issues of pipeline abandonment. As new technologies and best practices continue to evolve, there would be opportunities to learn and revise the estimates accordingly. Additionally, the Board noted that evidence justifying a different assumption could be brought forward during the regular review of the cost estimates and reiterated that cost estimates would be regularly reviewed at least every five years to help mitigate the under or over collection of funds.

Group 1 companies have submitted their revised ACE and supporting documents.

Discussion Papers and Refined ACE Framework

On 16 August 2017, the NEB released Discussion Papers [Document A5T1U8] and a refined ACE Framework that includes a Spreadsheet Document A5T1V0] and User Guide [Document A5T1V2] for comment. The deadline for providing comments is 20 September 2017. Comments received on the Discussion Papers will help inform the structure and format of the upcoming Technical Conference(s).

The Board intends to release a registration form and draft agenda for the Technical Conference(s) after the comment period has closed. The Board intends to hold the Technical Conference(s) in November 2017 in Calgary. Further details to be released.
