Order SO-E101-004-2013

On 3 June 2013, the National Energy Board (NEB or the Board) issued Order SO-E101-004-2013 (Order) to Enbridge as a result of two overpressure incidents which had occurred at its Edmonton Terminal.

The Order required Enbridge to submit:

  1. the timeline and prioritization rationale for the transient conditions assessment;
  2. anticipated timeline for final mitigation plan; and
  3. semi-annual status reports on its transient conditions assessment and associated mitigation plan.

The Order also required Enbridge to file, for Board approval, by 31 July 2013, the timeline and prioritization rationale for the transient conditions assessment and associated mitigation plan to be completed for all of its NEB-regulated pipeline systems (including terminals).

Enbridge has also been ordered to file with the Board regular status reports on their progress. The first status report was to be submitted to the Board by 31 July 2013 and must provide an update on what has been done to date. Subsequent status reports shall be submitted every six months, until the Board is satisfied this issue has been properly addressed.

On 31 July 2013, Enbridge filed a document in accordance with the Order which included the timeline and prioritization rationale for the transient conditions assessment and associated mitigation plan for all its NEB-regulated pipeline system, and an up-to-date status report on what has been done to date.

On 24 October 2013, the Board approved Enbridge’s filing of 31 July 2013.

Enbridge continued to submit as required by the Order, on a semi-annual basis, an up-to-date status report including the progress on the timelines for completing the transient conditions assessment and any corrective actions necessary for all its NEB-regulated pipeline systems.

On 31 August 2017, Enbridge submitted a request for lifting the Order along with its final status report.

The Board has reviewed all information provided by Enbridge and is of the view that Enbridge has fulfilled the requirements of the Order.
