Westcoast Energy Inc. carrying on business as Spectra Energy Transmission (Westcoast) - Nig Creek Pipeline Rupture - Return to Service Plan dated 7 August 2012

The National Energy Board (Board) is in receipt of Westcoast’s Return to Service Plan for the Nig Creek Pipeline which ruptured on 28 June 2012. The Board approves the Return to Service Plan, subject to the following modification. The Board directs that the hydrostatic pressure test (spike test) described in Point 4 of the proposed Return to Service Plan be carried out such that the test pressure (125% MOP) in the pipeline is held for five minutes following pressure stabilization in the pipeline.

The Board further directs that Westcoast apply for leave to return the pipeline to service by submitting the results of the pressure tests, for approval.
