Engagement

The Canada Energy Regulator (CER) requires companies to conduct engagement activities with Indigenous Peoples, landowners, and other potentially affected stakeholders, early in the planning of the project and continue these activities throughout the lifecycle of the project.

The CER also conducts engagement activities, such as public information sessions and training support for participants involved in the application review and hearing process. The CER is committed to using transparent processes that are built on engagement and inclusive participation. The CER also considers the best available scientific information, data, and Indigenous knowledge in decision-making.

Potential issues identified by landowners, municipalities and other stakeholders during these activities were captured in the Summary Issues Letter and Report and shared with the Commission of the CER and the company.

The Crown Consultation Coordinator conducted engagement activities with Indigenous Peoples. This included information sessions that focused on the CER’s role and the hearing process along with identifying potential issues, interests and suggestions.

These were then captured in the Early Engagement Report and shared with the Indigenous Peoples involved, the Commission and the company.

Participating in a hearing

The level of participation in the hearing process should be based on how much the project will impact your interests.

Intervenors

Intervenors must explain how an application impacts their interests and why intervenor status is required. Being an intervenor requires a time commitment and may involve costs to prepare and submit evidence. This includes submitting written evidence, asking questions about evidence, submitting and responding to motions, and making a final argument. If you would like to become a late intervenor, submit your application in the Participation Portal.

Commenters

Commenters may share their views with the Commission in a Letter of Comment that will be placed on the public record. However, commenters can’t ask questions about the evidence or present it in person at a hearing. To submit a Letter of Comment, follow the instructions outlined in the Participation Portal.
