The Board administers a Participant Funding Program (PFP), which provides financial assistance to individuals, Indigenous groups, landowners, and non-industry not-for-profit groups to facilitate public participation in certain project hearings and environmental assessments of designated projects.

On 18 May 2018, the National Energy Board announced $1,000,000 to assist individuals and groups with their participation in the hearing for the NGTL 2021 System Expansion project. The PFP received twenty-one applications requesting a total of $2,251,171. After reviewing the applications, the PFP recommended awarding $1,588,830 to twenty-one recipients. The Executive Vice President, Regulatory approved the recommendation. Indigenous groups account for 100% of the funding awarded.
